Administration of Tribal Areas in Assam, Meghalaya, Tripura and Mizoram
Provides for autonomous districts and autonomous regions in the tribal areas of the four north-eastern States, with elected District Councils and Regional Councils exercising legislative, executive, judicial and financial powers over specified subjects.
The Tribal Areas covered
- Part I (Assam)The North Cachar Hills District (Dima Hasao), the Karbi Anglong District, and the Bodoland Territorial Areas District.
- Part II (Meghalaya)The Khasi Hills District, the Jaintia Hills District, and the Garo Hills District.
- Part IIA (Tripura)The Tripura Tribal Areas District.
- Part III (Mizoram)The Chakma District, the Mara District, and the Lai District.
Powers of Autonomous District and Regional Councils
- LegislativeLaws on allotment, occupation and use of land (other than reserved forest); management of unreserved forests; regulation of shifting cultivation; establishment of village and town committees; inheritance of property; marriage and divorce; social customs; village and town police.
- JudicialConstitution of village councils and courts for the trial of suits and cases between parties, all of whom belong to Scheduled Tribes within their jurisdiction (excluding offences punishable with death, life imprisonment, or imprisonment above five years without conferment).
- Executive & FinancialPower to establish, construct or manage primary schools, dispensaries, markets, cattle pounds, ferries, fisheries, roads, road transport and waterways; to assess and collect land revenue and impose specified taxes; to grant licences or leases for extraction of minerals (with royalty shared with the State).
